John Woodhouse

John has almost 40 years of experience specialising in providing advice to local governments and planning authorities. In more recent years, John’s interest is in assisting local governments achieve greater effectiveness and improve management practices and governance systems.

 

John has recently held positions of Special Counsel and Legal Adviser at the Cities of Canning and Wanneroo. Between 2012 and 2016, John was the State’s first General Counsel appointed by a local government holding the position of Director of Legal Services and General Counsel at the City of Rockingham.

 

He is a former senior partner of the national legal group Minter Ellison and was head of its National Planning and Environment Practice Group. Subsequently, between 1997 and 2012, John was a principal of the boutique law firms Watts & Woodhouse and Woodhouse Legal whose specialties included local government law.

 

John has provided legal advice and strategic organisational development assistance to a broad range of WA Local Governments ranging from small rural through to large metropolitan organisations

Andrew Hammond

Andrew Hammond

Andrew commenced his career in local government at the Shire of Manjimup in 1987 and since then has served as a CEO across regional and metropolitan Western Australia in the Shires of Nannup and Wyndham East Kimberley and the Cities of Albany and Rockingham.

 

In March 2018 Andrew was appointed as a Commissioner to restore good governance to the suspended City of Perth. In August 2019 he was appointed Chair Commissioner of the City of Perth by the State Government. He led the City until the election of the new Lord Mayor in October 2020.

 

Andrew has a Diploma in Local Government and Executive Master of Business Administration and is a Fellow of the Australian Institute of Management, Local Government Professionals and a Graduate of the Australian Institute of Company Directors. Andrew chaired the working group that designed the local government sector’s current integrated strategic planning framework and was the principal systems architect and author of the integrated community strategic plans for the Cities of Albany, Rockingham and Perth.

 

Having spent most of his working life in leadership positions in rural areas, Andrew has a passion for “the bush” and the important role regional local governments play in sustaining and fostering their communities. His special interest is in developing simple, strong strategic planning systems that can effectively link community aspiration, financial capacity and effective outcome.
